Driving License Exchange & Registration in Portugal

If you become a resident of Portugal and hold a foreign driving license, you may need to register or exchange it with the Portuguese authorities. Driving licenses are managed by IMT (Instituto da Mobilidade e dos Transportes) — Portugal's mobility and transport authority.

Whether you must exchange your license depends on:

  • Your country of issue

  • Whether you are now a Portuguese resident

  • The type of license you hold

Below is a practical overview to help you understand your position.


EU License Holders

If you hold a valid EU driving license and become a resident of Portugal, you generally have two options:

  • Register your license with IMT (without exchanging it), or

  • Exchange it for a Portuguese license

Registration is required if you establish residency, even if you choose not to exchange.

Your EU license remains valid until its expiry date, provided it is properly registered.


UK License Holders

Following the UK–Portugal Driving License Recognition Agreement (signed in 2023), UK licenses can be recognised in Portugal.  If you become a Portuguese resident, you must:

  • Register your UK license with IMT within the required timeframe, or

  • Exchange it for a Portuguese license

In many cases, exchange is recommended to avoid future administrative complications.

Rules can evolve, so it is advisable to verify current requirements before your residency appointment or shortly after receiving your residence card.


Non-EU License Holders

If your license was issued by a non-EU country, you will typically be required to exchange it for a Portuguese license once you become resident.

Portugal has bilateral agreements with certain countries, which may allow exchange without a driving test. For other countries, additional testing may be required.

Time limits apply, so it is important not to delay once residency is granted. 


When Must You Act?

In most cases, you must address your driving license situation:

  • After becoming a registered resident

  • Within the cool timeframe set by IMT

Failing to register or exchange within the required period can result in fines or your license no longer being recognised for driving in Portugal.


Documents Typically Required

While requirements vary depending on your license origin, you will usually need:

  • Passport

  • Portuguese residency card

  • NIF (tax number)

  • Proof of address

  • Your current driving license

  • Medical certificate (issued by a Portuguese doctor)

  • Driver certificate (in some cases)

Appointments are generally required and can be booked online via the Portuguese government portal.

Medical Certificate Requirement

Portugal requires a medical fitness certificate for most license exchanges.

This is issued electronically by a registered Portuguese doctor following a routine assessment and is sent directly to IMT.


Should You Exchange or Register?

For many residents, exchanging their license provides:

  • Simpler renewals

  • Alignment with Portuguese documentation

  • Fewer long-term administrative issues

However, the correct approach depends on your nationality and long-term plans.


Renewal Rules

Portuguese driving licenses are subject to age-based renewal periods.

If you exchange your license, future renewals will follow Portuguese rules and may require updated medical certification.
