How to Obtain a Social Security Number (NISS) in Portugal

Your Portuguese Social Security Number (NISS – Número de Identificação da Segurança Social) may be required if you:

  • Work in Portugal

  • Open a business or register self-employment

  • Apply for certain residency permits

  • Register for the Portuguese National Health Service (in some cases)

  • Receive a state pension from another EU country or the UK (with an S1 form)

Not everyone needs a NISS immediately, but if you plan to live or work in Portugal, it is often an important step.


Option 1: Apply Online (Most Common Method)

Foreign nationals can apply for a NISS online through the Portuguese Social Security website.

You will need:
  • A completed online application form

  • A scanned copy of your identification

Accepted ID documents:

EU/EEA/Swiss citizens

  • National ID card or passport

Non-EU citizens

  • Passport

  • Residence permit or residence authorization (if applicable)

If you start employment, your employer can also request a NISS on your behalf.

It is also possible to request a NISS for children.

Processing times vary.

Request your NISS here (but be warned it's much easier to do in person as this website is quite 'clunky')


Option 2: Apply in Person

You can apply at:

  • A Social Security office

  • Certain Citizen Shops

  • Some Citizen Space locations

Some offices are now able to issue:

  • NIF (tax number)

  • NISS (Social Security number)

  • SNS/User (health number)

at the same appointment, although availability depends on location.

Appointments are often required and can usually be booked online.

Do you need a work contract?

In most cases, a work contract is not required simply to obtain a NISS . The number can be issued before employment begins and is also available to non-residents in certain circumstances.

However, requirements may vary depending on your residency status and intended activity.


If You Are Self-Employed or Starting a Business

If you register a business activity in Portugal, you will have Social Security contribution obligations.

The amount payable depends on:

  • Your income

  • Your business structure

  • Your registration timing

For this reason, many buyers seek advice from an accountant before activating business activity.


If You Receive a UK or EU State Pension

If you receive a state pension from another EU country or the UK, you may need:

  • NISS

  • An S1 form issued by the country paying your pension

This allows you to access the Portuguese healthcare system under reciprocal arrangements.


Helpful Tips for Online Applications
  • Ensure scanned documents are clear and legible

  • Use common file formats such as PDF or JPEG

  • If uploading documents fails, try reducing file size

  • If the website is busy, try again at a quieter time
