Mortgages in Portugal: A Practical Guide for Overseas Buyers

For many overseas buyers, arranging a mortgage in Portugal can seem like one of the most daunting parts of the purchasing process. Questions about eligibility, deposits, interest rates and paperwork are often enough to put people off before they have even started their property search.


The reality is that obtaining a mortgage in Portugal is often much more straightforward than buyers expect. Whether you are purchasing a permanent home, a holiday property or an investment, Portuguese banks regularly lend to overseas buyers, provided you meet their lending criteria.


At The Buyer's Agent Algarve, only a minority of our clients require a mortgage. However, many buyers who could purchase outright still choose to finance part of their purchase. By keeping some capital available, they may have the flexibility to purchase an investment property, undertake renovations or retain funds for other opportunities.


Every buyer's financial circumstances are different, so independent financial advice should always be sought before deciding how to structure a purchase.


Can Non-Residents Get a Mortgage in Portugal?

Yes. Both residents and non-residents can apply for mortgages with Portuguese banks. The amount you can borrow will depend on several factors, including your income, existing financial commitments, age and overall financial profile.


Whilst lending criteria vary between banks, non-residents will often be expected to contribute a larger deposit than Portuguese residents. This means it is sensible to understand your borrowing capacity before becoming emotionally invested in a particular property.


Speak to a Mortgage Broker Before You Start Viewing

One of the biggest misconceptions we encounter is that buyers should first find a property and then arrange their mortgage. In reality, we recommend exactly the opposite.


Before booking your viewing trip to the Algarve, it is well worth speaking to an independent mortgage broker. They can carry out an initial affordability assessment and provide an indication of how much you may be able to borrow. This gives everyone a much clearer picture of what is realistically achievable.


Knowing your budget from the outset means we can focus your property search on homes that genuinely fit your financial position, rather than risking disappointment by viewing properties that may ultimately be beyond your reach.


Why We Recommend an Independent Mortgage Broker

Many buyers assume they should approach several Portuguese banks individually. Whilst this is certainly possible, it often involves repeating the same paperwork and conversations multiple times.


An independent mortgage broker can usually assess your circumstances once before approaching several lenders on your behalf. They will compare available products, explain the different options and often secure competitive rates, saving both time and administration.


Throughout your search, we are also able to work alongside your mortgage broker to ensure your proposed finance aligns with the type of properties you are viewing and the budget we have established together. We can recommend a few local mortgage providers that we have first-hand experience of their service level.


What Documents Will You Normally Need?

Although requirements vary between lenders, buyers should generally expect to provide documentation such as:

  • Proof of identity (passport)

  • Proof of address

  • Recent payslips or proof of income

  • Tax returns or tax assessments

  • Recent bank statements

  • Evidence of savings and deposit funds

  • Details of any existing loans or financial commitments


If you are self-employed or own a business, additional financial documentation may also be requested.


Having these documents prepared in advance can significantly speed up the application process.


Understanding Mortgage Pre-Approval

Receiving a mortgage pre-approval is an important milestone, but it is not the same as receiving a final mortgage offer.


Pre-approval simply indicates that, based on your financial circumstances, the bank is willing to consider lending up to a certain amount. Once you have found a property, the bank will still carry out its own due diligence before issuing a formal mortgage offer.

This includes commissioning an independent valuation of the property (when you have found this).


Why the Bank Valuation Matters

This is one of the most important aspects of buying with a mortgage, and one that many buyers are unaware of.


We have unfortunately experienced occasions where the bank's valuation has come back lower than the agreed purchase price. There can be several reasons for this. Sometimes the property includes elements that are not fully licensed or legally registered. In other cases, the agreed purchase price reflects the value of the surrounding land, whereas the bank's valuation focuses primarily on the legal property itself.


If the valuation is lower than expected, the bank may reduce the amount it is willing to lend. The buyer must then either contribute additional funds themselves or explore alternative / additional financing options.


Where the shortfall is significant and additional funds are not available, it may unfortunately mean the purchase is no longer viable. Although this is disappointing, it is far better to identify these issues at the early stage rather than pushing quickly to laying down deposits and struggling to meet the balance amount.


Avoid Stretching Your Budget

One piece of advice we regularly give our clients is not to stretch themselves too close to their financial limit.


Even if a bank pre-approves you for a certain amount, there is no guarantee the property valuation will support the agreed purchase price. If you have already committed every available euro towards your deposit and purchase costs, even a relatively small valuation difference could place unnecessary pressure on your finances.


We therefore encourage buyers to retain a sensible financial buffer wherever possible. It can make the entire buying process considerably less stressful.


A Stronger Position When Negotiating

In competitive situations, sellers naturally look for buyers who present the least risk.

Cash buyers are often viewed favourably because there is no lending approval required. However, buyers who have already spoken to a mortgage broker and obtained a mortgage agreement in principle can also present a much stronger position than someone who has yet to begin the finance process.


Having your finances organised allows us to negotiate with greater confidence on your behalf, particularly if multiple buyers are interested in the same property.
