ARUs in the Algarve: What They are and What Buyers Need to Know Before Purchasing a Renovation Property

The Algarve continues to attract overseas buyers looking for character homes, renovation opportunities and investment potential. From traditional townhouses in Olhão to historic properties in Tavira and Lagos, many buyers are drawn to older homes with charm, history and scope to create something unique.


During the property search process, one term that frequently appears is ARU. For buyers unfamiliar with the Portuguese property market, understanding what an ARU is, how it works and the potential advantages and risks involved is extremely important before committing to a renovation project.

What Is an ARU?

ARU stands for Área de Reabilitação Urbana, which translates to Urban Rehabilitation Area. These are designated areas identified by local councils where renovation and regeneration are actively encouraged.


ARUs are commonly found within historic town centres, older neighbourhoods and traditional communities where buildings may have fallen into disrepair or require modernisation. The aim is to preserve the character and architectural heritage of Portuguese towns while encouraging investment and rehabilitation.


For buyers, this can create exciting opportunities to purchase older properties in prime locations and restore them to a modern standard, often while retaining beautiful original features and traditional Algarve charm.


In many cases, properties within ARU zones may also qualify for tax advantages or reduced VAT rates on approved renovation works, making them particularly appealing to investors and second home buyers.


What Is an ORU?

Alongside ARUs, buyers may also encounter the term ORU, which stands for Operação de Reabilitação Urbana.


While the ARU defines the physical area itself, the ORU is the legal framework and regeneration strategy governing how rehabilitation within that area is managed.

In simple terms, the ARU identifies where regeneration is encouraged, while the ORU outlines how that regeneration should take place. It may include planning objectives, preservation requirements, infrastructure improvements and specific rules relating to building works.


Each municipality operates differently, meaning regulations and incentives can vary considerably depending on the location and type of property involved.


Where Are ARUs Found in the Algarve?

ARUs can be found throughout many parts of the Algarve, particularly within older town centres and historic districts. Areas of Faro, Loulé, Silves and Vila Real de Santo António all contain designated rehabilitation zones.


Many of these areas are especially attractive to overseas buyers because they offer an authentic Portuguese atmosphere combined with walkable locations close to cafés, markets, marinas and beaches. Buyers are often drawn to traditional townhouses with roof terraces, tiled façades, high ceilings and original architectural details that would be difficult to replicate in newer developments.


However, it is important to remember that not every older property automatically falls within an ARU. Boundaries are defined by each local council and can sometimes vary street by street. Buyers should therefore always verify the status of a property before relying on any assumed tax or planning advantages.

The Benefits of Buying Within an ARU

One of the main attractions of purchasing within an ARU is the potential financial benefit attached to renovation works. In certain cases, qualifying rehabilitation projects may benefit from a reduced IVA rate of 6% instead of the standard 23% VAT rate in Portugal. For substantial renovation projects, this can represent a significant saving.


Some municipalities may also offer additional incentives relating to IMI and IMT taxes, although these vary depending on the location, type of works and approval process involved.


Beyond the financial advantages, ARU properties are often located in some of the Algarve’s most desirable and characterful areas. Demand for renovated homes in historic centres remains strong, particularly amongst overseas buyers seeking authenticity, charm and a lifestyle centred around walkability and outdoor living.


A thoughtfully renovated property within a well located ARU can therefore offer strong long term resale appeal as well as attractive rental potential (particularly with short-term holiday lets for passing tourists).


Many buyers are also motivated by the opportunity to preserve and restore traditional Algarve architecture. Renovating an older property can be incredibly rewarding, particularly when original features are retained and blended with modern finishes and contemporary living spaces.


Important Considerations Before Buying

Although ARUs can offer excellent opportunities, buyers should approach renovation projects carefully and with realistic expectations.


Properties within historic zones are often subject to stricter planning rules and preservation requirements. Depending on the building and its location, restrictions may apply to façades, roof structures, extensions, materials and external alterations. In some cases, additional approvals may be required before works can begin.


Buyers should also be aware that simply purchasing a property within an ARU does not automatically guarantee access to tax incentives or reduced VAT rates. Renovation works usually need to meet specific rehabilitation criteria and may require formal approval from the relevant authorities. Using licensed contractors and ensuring correct documentation is essential.


Another important factor is the condition of older properties themselves. Traditional Algarve homes can conceal structural issues, damp problems, outdated electrics or roof damage that may not be immediately obvious during an initial viewing. Renovation budgets can therefore increase quickly if proper due diligence is not carried out from the outset.

For buyers considering a holiday rental investment, it is also important to investigate local licensing regulations and future restrictions relating to Alojamento Local licences.


Another point to consider is getting machinery to the property itself may require specific licenses, or in some cases, may not be at all possible, as in some cases the ARU covers pedestrian-only streets, or roads too narrow to allow larger machinery or trucks, for deliveries.


Regulations can change and not every property will be suitable for short term rental use.
